(IOWA LULAC GLANCES cont.) 5. council; furthermore, that there are now three existing organizations in Des Moines. Bill Rocha commented that it was not in the best interest of Lulac to consider a new council without even consulting the existing council now active in Des Moines. Jesse Mosqueda, Des Moines, Council 306, made a motion that Council 306 be reimbursed for telephone calls made while trying to get the state scholarship money released for the 1969 winner. The amount was $51.53. Rudy Avila, Des Moines, Council 306, seconded the motion. MOTION DEFEATED. Henry Vargas, Davenport, Council 10, made a motion for the reimbursement of $9.00 spent for telephone calls. Seconded by John Vasques, Davenport. MOTION DEFEATED Felix Sanchez, Fort Madison, Council 304, made a statement that their council would absorb all phone-call expense. Assembly applauded Council 304. Henry Vargas, Davenport, made a motion to have council 10 of Davenport reimbursed for expenses incurred in Muscatine in 1968, along with expenses of the state organizer. Seconded by Humberto Jimenez. MOTION DEFEATED. Felix Sanchez, Fort Madison, made a motion that this assembly table the revision of the State Constitution because of a shortage of time. Jesse Ramirez seconded the motion. MOTION CARRIED> NEW BUSINESS: ELECTION OF NEW OFFICERS for the year 1970-71 was held. State director-------Bill Rocha, Council 306, Des Moines. Deputy state director---Felix Sanchez, Council 304, Fort Madison. District director #1----Rudy Avila, Council 306, Des Moines. District director #2----Lupe Mendez, Council 304, Fort Madison. Scholarship chairman----Henry Vargas, Council 10, Davenport. CONVENTION SITE for 1971 was chosen to be Fort Madison, Iowa. At the suggestion of Henry Vargas, Council 10, Davenport, the assembly gave State Director John Terronez a standing ovation for a job well done. ADJOURNMENT: The 1970 State Convention adjourned at 4:50 p.m. and the delegates and guests were invited to the new Lulac Club Rooms by the host council.
