(IOWA LULAC GLANCES cont.) 8. (e) The alternates shall remain as now incorporated in our State Constitution. (Motion by Rudy Avila; seconded by Lupe Mendez, Fort Madison. PASSED BY ASSEMBLY) Section III--The State Convention instead of Regional (a) The State Convention shall convene annually during the month of May at least one week prior to Memorial Day. (Motion by Rudy Avila, Des Moines; seconded by Felix Sanchez, Fort Madison. PASSED BY ASSEMBLY) ARTICLE IV STATE SUPREME COUNCIL Section I Membership: The State Supreme Council shall be composed of the following, who shall have one vote by attending in person. (a) State Director (b) Immediate Past State Director (c) Deputy State Director (d) District Directors (e) State Scholarship Chairman (f) President of each Council (g) Vice President of each Council (h) Secretary of each Council (i) Treasurer of each Council Also the following State officers are expected to attend all Supreme Council Meetings and shall have a voice but NOT a vote as they are appointees of the State Director. (1) State Secretary (2) State Treasurer (3) State Director of Publicity (4) State Chaplain (5) State Historian (6) State Director of Youth Activities Section 2 Meetings (a) The State Supreme Council shall hold two meetings annually. These meetings are to be held within 90 days of the past State Convention and 90 days prior to the following years convention, and are to be held at two different sites to be selected by the State Director. (Motion by Lupe Mendez, Fort Madison; seconded by Rudy Avila, Des Moines. PASSED BY ASSEMBLY) (e) 51% attendance of the Supreme Council membership required to form a quorum to conduct business. (PASSED BY ASSEMBLY) ARTICLE VII Local Councils Sections 1, 2, 3, 4, 5, 6, 7, and 8 in Article V of the National Constitution are hereby incorporated in this Constitution. Section 9 Dues to the State Treasury. Each council shall pay (a) its share of a fund totaling $100.00 for the operation of the state office. The state office shall be given $150.00 per council for operating expenses, which include: cost of man and woman of the year awards, postage for Lulac Glances, telephone calls and any other bills accompanied with verification of the amount paid. Any money left over at theend of the State Director's term shall be turned over to the next State Director. (Motions: J. Mosqueda and Felix Sanchez. PASSED BY ASSEMBLY)
