(IOWA LULAC GLANCES cont.) 9. (b) State Director's expenses to National Convention: The State Director's expenses for traveling to a National Convention shall be divided equally among the existing councils in the state upon presentation of receipts to the State Supreme Council scheduled to be held 90 days after our State Convention. Travel expenses to be limited by auto @ 5 cents per mile to and from the National Convention. (Motion by Jesse Mosqueda, Des Moines; seconded by Lupe Mendez, Fort Madison. PASSED BY THE ASSEMBLY) (c) Reimbursement of State Director: The outgoing State Director who has served the State shall be reimbursed for his expenses to the National Convention. (Note: This change eliminates the incoming State Director's expenses.) (Motion by Jesse Mosqueda, Des Moines; seconded by Rudy Avila, Des Moines. MOTION PASSED BY ASSEMBLY) ******************** After a short recess called by State Director Bill Rocha a brief summary of the National Convention in Mc Allen, Texas, was given by Deputy Director Sanchez. The 1971 National Convention has been scheduled for Denver, Colorado, and this should give every Lulac member in the state an opportunity to attend and observe Lulac in operation on a national level. It may be many years before another convention will be this close to our area. The 1972 National Convention will be held in Beaumont, Texas. Jesse Mosqueda, Des Moines, announced that Council 306 was sponsoring a dance and that all out of town Lulacs would be guests of the host council. A discussion was held to create a new office on the state level, that is, the State Director of Health and Welfare. The assembly voted to give this more consideration at the next Supreme Council Meeting and at the 1971 State Convention. LULAC GLANCES were discussed at length. Some of the members favored publishing 3 issues and some felt 2 issues was sufficient with the news available to make an issue worthwhile. Everyone in attendance felt that one issue 90 days after our State Convention and one issue 90 days before the convention was agreeable. However, one more issue would be published between these periods. Upon motion made by Vince Bejarano, Des Moines, and seconded by Felix Sanchez, Fort Madison, the assembly voted to have 3 issues published annually. A general discussion was held on the agenda at our state conventions and that financial matters were always last to be considered. In order to give this matter proper consideration, it was decided that "all expenses and financial matters be given priority at the state Convention and that they be put first on the agenda." (Motion by Vince Bejarano, Des Moines; seconded by Felix Sanchez, Fort Madison. PASSED BY ASSEMBLY) Expenses of State Director Bill Rocha to the National Convention ($266.41) were approved. (Motion by Jesse Mosqueda, Des Moines; seconded by Lupe Mendez, Fort Madison.) The assembly requested that each council pay its share. (Report of expenses is found on next page.)
