(IOWA LULAC GLANCES cont.) 7. allegiance. Ila Plasencia of Council 306, Des Moines, who was appointed secretary for the meeting, read the minutes of the 13th Annual State Convention. They were accepted as read. State Director Bill Rocha asked for a roll call of voting members present. Six out of nine were in attendance. DISTRICT #1 COUNCIL 306, Des Moines Bill Rocha, State Director Rudy Avila, District Director #1 Jesse Mosqueda, President of Council 306 DISTRICT #2 COUNCIL 304, Fort Madison Felix Sanchez, Deputy State Director Lupe Mendez, District Director #2 (Absent: Jesse Guzman, Pres.) COUNCIL 10, Davenport Jesse Ramirez, President of Council 10 (Absent: John Terronez, past state director Henry Vargas, state scholarship chairman) With the necessary 51% voting power present the meeting was opened for official business. State Director Rocha nominated the following to state offices and asked the assembly to confirm the nominations. State Organizer.-------VIncent Bejarano, Des Moines, Council 306 State Secretary--------Ila Plasencia, Des Moines, Council 306 State Treasurer--------VIgie Rocha, Des Moines, Council 306 State Director Publicity--------Ernest Rodriguez, Davenport, Council 10 State Historian------Jesse Mosqueda, Des Moines, Council 306 The nominations were confirmed by a motion made by Rudy Avila, Des Moines; seconded by Lupe Mendez, Fort Madison. ARTICLES or SECTIONS of our present STATE CONSTITUTION accepted without change: ARTICLE I, numbers 1 through 9 ARTCILE II, completely CHANGES IN VARIOUS ARTICLES OR SECTIONS: ARTICLE III --- changed to read the "State" Convention instead of "Regional". Section I (c) a minimum of 15 delegates for the first 40 members of each council, and 5 alternates all duly elected and accredited from each active council. (Motion by Vince Bejarno, Des MOines; seconded by Rudy Avila, Des Moines...PASSED BY ASSEMBLY.) (d) Each council may add 2 additional delegates and 2 additional alternates for every 10 members over 40 members who are active in the affairs of the council. (Motion by Jesse Mosqueda, Des Moines; seconded by Jesse Ramirez, Davenport. PASSED BY ASSEMBLY)
