5-5-5 As always in the past when competition for jobs increased during peace time, immigration policies became stiffer and racist enforcement practices too often went hand in hand with policy. Sometimes the unwritten immigration policy coincided with the political pressure of users of undocumented workers. For instance in the early 50's Mexico refused to allow Braceros to be contracted because Texas growers would not agree to pay decent wages. Subsequently the border patrol was strickened with temporary blindness allowing thousands of undocumented workers to cross the border where they arrested them and paroled them to Texas growers as laborers. In 1954 public protest made the INS go to the other extreme in using police state tactics in rounding up undocumented workers and sending them back to Mexico. That year they returned over a million undocumented workers. Since 1974 it seems the INS is working towards breaking the(this) record. Every year beginning with 1974 the INS has deported nearly 800,000 or more each year. Ninety-seven percent of these deportable aliens in 1974 were Mexican nationals. 5
