Page 2 recent visit to the Quint-Cities he is in a key position to build bridges of understanding. k [sic] The Mexican American's disarming and courteous manner makes him well suited for a catalyst role in human relations. I am especially proud of the fact that LULAC's activity in this area dates back to 1959 when we first requested that a Mexican American be appointed to serve on the Davenport Human Relations Commission. [paragraph mark] There will be a diminishing of inter-organizational conflicts among Mexican Americans as their new-found unity of purpose is unfolded. This trend as exemplified in Project SER, jointly directed by LULAC, the American GI Forum and other groups, and the La Raza Unida coalition movement of Mexican American factions. LULAC and other organizations will experience an influx of new members as the Mexican American realizes he has a power base to influence the decisions shaping his future and to contribute to the social growth and stability of his community. [paragraph mark] Not wishing to over extend the courtesy extended by me the TIMES-DEMOCRAT I only wish to make a few final comments about the future of the police seminars which Henry Vargas, president of Lulac [sic] and myself have been closely identified with. I am confident the success of this program will exceed all expectations and will rally support for better pay and training for our police officers, and will induce the responsible leadership on the force to seek to initiate modern and effective law enforcement methods, and develop and [sic] esprit de corps and possibly a code of ethics which will not tolerate misconduct of a fellow officer. I am optimistic about the transition to an integrated police force as presenting no major problems in 1969 or 1970[.] -0-
