Futhermore we must realize that holding an economic club over the heads of our neighbors whether it sanctions or abrogates of an increase our aid program is not going to win us friends or influence among Latin Americans. Any more than the bumping together of the sentiments, motivations, and actions of 20 Latin American countries into a general consensus is the prescribed manner of analyzing the Latin American scene. I might add that these same oil companies had subsided bandits to terrorize and sometimes assasinate the oil workers to prevent them from organizing unions in order to better their working conditions and wages. In view of this historical evidence is it any wonder that Latin American countries entertain a recourse to expropriation as a deterrent to exploitation.
