Ernest Rodriguez POOLING OUR ORGANIZATIONAL RESOURCES I would like to speak of something that has been on my mind and in my heart for some years now The coordinating of the activities of the two most prominent national organizations representing the interests of the Latin American people in the United States, The League of United Latin American Citizens and the American GI Forum. I know that such a proposal will meet with disapproval from some of the people, just as it has prompted criticism when I have suggested in GI Forum circles and Lulac circles. This resistance has only stiffened my will and further convinced me of the disirability of such an arrangement and therefore I have never ceased to advance the idea amongst the leaders of both organizations. I am not suggesting that such a move would be undertaken immediately because before such a bold joint-action top level cooperation can get off the ground on acceptable climate needs to be created in grass roots activity to make such a cooperative development possible. A joint action top level committee of the GI Forum and Lulac that I envision would not supersede or change the constitutions or organisational structures of each organization or govern the individual action and programs of the two groups. The function of such top level cooperation would be to explore those problems that are common to our people and of particular concern to both groups and to determine if a solution or solutions to these problems could be carried our with greater effectiveness by working together on a national level. The primary purpose of such a top level cooperation would be to eliminate overlapping and duplication of effort or more.
