More of our tax money should be spent for education. Teachers salaries should be increased and teaching methods improved. The use of television in classroom instruction should be fully studied with emphasis on relating subjects to students. Industrial training courses would be increased in cooperation with private industry. Education and job training are not enough in eliminating poverty. All citizens who believe in brotherly love and battling poverty conditions on the local level should press for local and state laws to eliminate discrimination in housing and employment, because discrimination is one of the staunchest allies of poverty. Citizens as well as local and state governments must join forces with the government in waging a successful war of the condition of their poverty. The income of these families would have to be increased to the extent that they could afford to change their living conditions. To achieve this, the financial aid existing agencies contribution to these and welfare families would have to be doubled or tripled, personnel would have to be increased correspondingly to help them in budgeting and managing their income wisely. If all of this was done, the impoverished families would have to rely completelt on the welfare agencies. Therefore, this is hardly a sensible solution to the problem. The best answer to the poverty quesiton at this time is the government sponsored Community Action Programs. This program in involving the poor in its planning fills a void in existing programs where there is a lack of communicaiton with the poor. The CAP program is a long term insureance plan to eliminate poverty by eliminating the causes,
