-2- pins of crime and vice, prey on their helplessness unchecked by authority, then these factors combine to produce a psychotic disposition not unlike bottled up nitro which needs only the heat of emotions to ignite it. We have seen such explosions in Watts, Chicago, and Cleveland resulting is devastagion costing millions in loss and damage of property. It will do little good to pass laws to combat race riots which are the effects of our social dilemma unless we also attack the basic causes of race riots, whether they occur in the ghetto like Watts and involve Negroes or in the suburb like Cicero and involve Whites. There is only one choice facing Americans if we are to cool the hot summers of coming years and that is to address ourselves to the rooted causes of racial unrest in our cities which can be summed up in one word, "ghetto".
