Sunday - May 15, 1966 5:30 PM CITY HALL "God, what a world, if men in street and mart Felt that same kinship of the human heart Which makes them, in the face of fire and flood, Rise to the meaning of True Brotherhood." Ella Wheeler Wilcox 'Mobilizing the Power of the Grassroots' was the theme of fthe Region IV Leadership Training Conference which took place in Topeka, Kansas April 29th through May 1st. Newly elected officers of Region IV are: Chairman......................Mr. Louis Garland, Iowa State Conference President 1st Vice Chairman.........Dr. Tomas Hickman, Denver, Colorado Branch, President 2nd Vice Chairman.......Mr. Joseph Clark, St. Louis, Missouri, Alderman 3rd Vice President........Mrs. Cleo Breeze, Minnesota - Dakota Conference President Nominee to National Board...Dr. C. R. Rocquemore, Kansas State Conference President Iowa Branches and Councils which were represented, were: Blackhawk County (Ike Smalls Trophy Winner of 1965); Burlington, Iowa; Keokuk; Des Moines; Sioux City; Council Bluffs; Fort Madison; St. Ambrose College Chapter and the Des Moines Youth Council. Workshops were, as follows: 'Operation Open Occupancy'; 'Mobilizing The Power of The Grassroots Through Political Action'; Segregation Northern Style: Issues and Action'; 'Expanding the Negro's Opportunity for Economic Advancement'; ' Action Guide- lines for NAACP Labor Committees in the Implementation of Title VII'; 'Understanding Your NAACP and How it Operates'; 'Overcoming Problems in the Implementation of Civil Rights Legislation'; 'Overcoming Apathy In The Promotion of the NAACP Program'; as well as a Leadership Development Institute, "Problem-solving and Decision-Making" The next site for a Region IV Leadership Training Conference will be, St. Joseph, Missouri, in April of 1967.
