-- 5 -- The purposes of such committees would be: To promote equality of opportunity for all citizens. To promote understanding, respect, and good-will among all citizens. To provide procedures to deal with grievances. To provide channels of communications. To prevent violence and reduce tensions. To facilitate orederly social change. To serve as a resource of objective information. To seek out the community's intergroup relations problems and provide leadership to deal with them before they become more difficult to resolve. In the state of Iowa, only two municipalities have effective and meaningful Human Rights Committees. These are in Waterloo and Des Moines. Fort Madison had, at one time, established a weak facsimile of a human rights committee. It is not known whether or not one project was carried out,...and it is even doubtful if those who were chosen to serve, were aware of the purpose of such a committee. As of this time, it is a known fact that those who were initially chosen to serve, and still remain in this community, have not held a meeting for a period of well over a year. Relations on the intergroup level shall remain precarious until local officials realize, that they do have a responsibility in this area. It is time for us to start working, here, in Fort Madison, and at least establish and effective line of communication between the various members of the local population. Even an Ostrich lifts its head out of the sand, sooner or later. "Everything now, we must assume, is in our hands, we have no right to assume otherwise. If we...and now I mean the relatively conscious whites and the relatively conscious blacks, who must insist on the consciousness of others...do not falter in out duty now, we may be able, handful that we are, to end the racial nightmare, and achieve our country, and change the history of the world. -James Baldwin The Fire Next Time DON'T FORGET TO WRITE TO YOUR CONGRESSMEN! ONE LETTER IS NOT ENOUGH. Let them know that they are there to represent you, whether you voted for them or not...and your tax dollars help pay their bills. Home Visits will be established within the program of this Branch, once more. All persons who are willing to participate are asked to contact the Branch Administrative Secretary, - Miss Virginia Harper. The first visit will take place in the month of November and they will be held on an exchange basis. The willing participation of every member is essential if our programs are to be a success. The results are worth every bit of the effort which must be put forth.
