State of Iowa Department of Social Services Interoffice Memorandum October 30, 1970 Iowa Annie Wittenmyer Home To: Betty Oney; 1325 Eastern Avenue, Davenport, Iowa From: Mr. James Holmes, Superintendent Subject: Mrs. Cecile Cooper For so many years that no employee at the Iowa Annie Wittenmyer Home can now remember, Mrs. Copper has been part of the children's program. Although, she was requested to be of primary service to children of her race because of their special needs, she was always interested in all children regardless of race in her way of showing concern for people because they are people. The number of heads of hair of children from the Home that Mrs. Cooper fixed are uncountable. The feelings of self worth she gave the students due to her attention is not measureable. Beyond interest in the children's personal grooming, Mrs. Cooper was interested in many other ways. She listened with an attentive and understanding ear. She was concerned that they did not have enough community contact and saw to it that they were taken to various civic activities and entertainments. She inspired culture and refinement. Mrs. Cooper was intensly interesting in several girls from the Home and seriously considered being a foster mother. Through an indirect association with the Iowa Annie Wittenmyer Home, Mrs. Cooper was requested to give assistance to a local beauty salon that was continued, over
