BACKGROUND At Louisville, Kentucky: [open box] clerk, Bureau of Vital Statistics, State Department of Health, 620 South Third Street, advised that compulsory registration of births did not go into effect in Kentucky until 1911. However, in Volume 405, Certificate Number 162735, there is a delayed certificate as to the birth of EDNA MAY GRIFFIN on October 23, 1909, at Carlisle, Nicholas County, Kentucky. The latter record, which was placed on file October 23, 1942, was based on the affidavits of two witnesses, since no documentary evidence was required in such a case prior to 1943. According to the record, EDNA MAY GRIFFIN, colored, was the daughter of EDWARD HEARST WILLIAMS and HENRIETTA RICE. Affidavits supporting the record were made by an uncle, T.E. WILLIAMS, of Carlisle, Kentucky, and a non-relative, [open box] also of Carlisle. A copy, according to a notation placed on the record, was mailed to the subject of the certificate at 425-A Decatur Street, Brooklyn, New York.
