THE GREAT SEAL OF THE STATE OF IOWA State of Iowa Executive Department IN THE NAME AND BY THE AUTHORITY OF THE STATE OF IOWA PROCLAMATION WHEREAS, JULY 7, 1998 , MARKS THE 50TH ANNIVERSARY OF A SIGNIFICANT EVENT IN IOWA HISTORY, AN EVENT THAT FORESHADOWED THE MODERN CIVIL RIGHTS MOVEMENT;AND WHEREAS, ON JULY 7, 1948 AT 3:45 P.M., EDNA GRIFFIN HER INFANT DAUGHTER PHYLLIS JOHN BIBBS AND LEONARD HUDSON ENTERED THE KATZ DRUG STORE IN DES MOINES IOWA AND ORDERED ICE CREAM AT THE LUNCH COUNTER. THE MANAGER REFUSED TO SERVE THEM SAYING " IT IS THE POLICY OF OUR STORE THAT WE DON'T SERVE COLORED" AND WHEREAS, OUTRAGED MEMBERS OF THE COMMUNITY RESPONDED WITH SIT-INS AND PICKETING DIRECTED AT KATZ AND OTHER LOCAL LUNCH COUNTERS THAT DISCRIMINATED AGAINST PEOPLE BASED ON RACE; AND WHEREAS, THE MANAGER OF KATZ DRUG STORE WAS CONVICTED BY A JURY OF VIOLATING THE CIVIL RIGHTS OF EDNA GRIFFIN, JOHN BIBBS AND LEONARD HUDSON. THE SUPREME COURT OF IOWA AFFIRMED THE CONVICTION ON DECEMBER, 14 1949; AND WHEREAS, ON DECEMBER 2, 1949. CIVIL RIGHTS ATTORNEYS CHARLES P. HOWARD AND HENRY T. MCKNIGHT NEGOTIATED AN AGREEMENT WITH KATZ THAT SUCCESSFULLY ENDED KAT'Z DISCRIMINATORY PRACTICES; AND WHEREAS, EDNA GRIFFIN, JOHN BIBBS, LEONARD HUDSON, CHARLES P. HOWARD AND HENRY T MCKNIGHT NEGOTIATED AN AGREEMENT WITH KATZ THAT SUCCESSFULLY ENDED KATZ'S DISCRIMINATORY PRACTICES; AND WHEREAS, THE PEOPLE WHO PARTICIPATED IN THE SIT-INS AND THE PICKETING ALSO DESERVE TO BE HONORED AND REMEMBERED FOR THEIR IMPORTANT CONTRIBUTION IN THE FIGHT AGAINST DISCRIMINATION; AND WHEREAS, REMEMBERING AND COMMEMORATING THIS SIGNIFICANT EVENT IN IOWA HISTORY WILL RENEW OUR COLLECTIVE AND INDIVIDUAL COMMITMENT TO ELIMINATE RACISM AND IMPROVE RACE RELATIONS IN THIS COUNTY AND IN THIS STATE. NOW THEREFORE I, TERRY E. BRANDSTAD, GOVERNOR OF THE STATE OF IOWA, DO HEREBY PROCLAIM JULY 7, 1998 AS THE DAY TO REMEMBER AND COMMEMORATE THE 50TH ANNIVERSARY OF THIS IMPORTANT CIVIL RIGHTS VICTORY [seal] THE GREAT SEAL OF THE STATE OF IOWA IN TESTIMONY WHEREOF, I HAVE HEREUNTO SUBSCRIBED MY NAME AND CAUSED THE GREAT SEAL OF THE STATE OF IOWA TO BE AFFIXED DONE AT DES MOINES THIS NINETEENTH DAY OF JUNE IN THE YEAR OF OUR LORD ONE THOUSAND NINE HUNDRED NINETY EIGHT.
