74 The bill passed and Mr. Wingate was one of the committee to adjust the amount due to a member of the second session. His term expired in 1793, and Samuel Livermore was elected to the senate in his place, but Wingate, himself was elected to the lower house and took his seat Dec. 2, 1793. During his term of service in the house Wingate's work was largely negative. He voted against a bill providing a pension for soldier's wives and children; against a bill providing a naval force to protect the commerce of the United States against Algerine cruisers; against an investigation of the settlement of the war accounts of the various states. He opposed a bill reducing the allowance of the militia, and the bill for non-intercourse with Great Britain.
