On the 28th of February a motion was made that 'Albert Gallatin returned to this house as a member for the state of Pennsylvania is duly qualified and elected to a seat in the senate," The final vote stood 12 yeas and 14 nays. It is to be noticed that each member of the committee voted negatively. Mr. Gallatin had been int he senate less that three months yet he had made his presence felt. In private life he had a horror of debt, and public finance became the center of his interest in congress. Just before the committee brought in it s report, Gallatin asked that the secretary of the treasury be instructed to send in an itemized report, distinguishing for the years 1791-92-93 the money's received 1.
