93 the president power to call our the militia to execute the laws of the union, suppress insurrections and repel invasions. Instead of attending the next session at its beginning, he went to Columbia to manage the election of electors "By contesting the elections of numerous members and by jockeying, and by persecuting such members as could be persecuted he succeeded in swinging the majority." 1 He wrote to Jefferson that he thought he could be of more use to the party at home than in the senate. He is further detained by illness and does not appear until Jan. 23, 1800. During this session he made four long speeches which are reported in full.
