118 In 1808 the republicans of his district wished to send him to the national house, but he refused because he did not wish to put any obstacles in the way of the election of Josiah Quincy. He was sent by James Madison as minister to Russia, served as secretary of state to James Monroe, elected president of the United States and after two years of leisure was elected to the house of representatives. For the first and only time in the history of the United States an expresident took his seat in the lower house. Johnson served a few months in the senate after having been president but Adams took one step more in descending scale of political honors.
