180 the election for governor and the two governments were inaugurated. 1 Congress decided that Mr. Kellogg was elected and for four years he served as governor of the most lawless state in the Union. Property decreased in value, and the debt increased enormously. At the end of this term as governor Mr. Kellogg was again elected to the senate, but until 1881 his seat was contested by Henry M. Spofford. Most of his attention was turned toward maintaining his seat in the senate and in answering charges brought against him. The trouble in the state had become a national affair and a great deal of time was wasted in reviewing the conditions.
