182 and in Dec 19, 1871 took his seat in the senate. 1 He objected immediately to the civil rights bill and in the debate was pressed into giving his opinion of the Ku Klux Klan. He would not admit that there was such an organization but if there were, it was organized as the last means of maintaining the rights of the white population. He blamed the reconstruction laws for the increase in crime, which he admitted had "multiplied in the last three years, that is since your reconstruction acts went into operation." 2 Mr. Norwood presented old war claims - one from the state of Georgia for losses sustained during the Revolutionary war and another from citizens asking that old French spoliation claims be paid. 1.
