Thirty nine persons were arrested and six injured early Tuesday morning after a night of street skirmishes between law enforcement officers and demonstrators A that culminated in the tear-gassing of University of Iowa residence halls. 
A crowd outside Hillcrest Dormitory had begun throwing rocks and bottles at police about 1:30 a.m. Tuesday when the police charged toward the crowd and fired several tear gas cannisters into the crowd and at the dormitories. 
Late Monday night police had chased a crowd of demonstrators from Campus Security headquarters to the Pentacrest area. Some crowd members were chased to the area around the men's dormitories, when the crowd began rolling large pipes from a construction site on Grand Avenue down the hill at police.

A Daily Iowan reporter who as at the Police Station at 1:20 a.m. when police there received the report of disturbances at the dormitories, heard Highway Patrol Capt. Lyle Dickinson order officers to "take the gas gun Lob some gas in and chase the others up the hill."
Dickinson told the Daily Iowan Tuesday, however, that the decision to use the tear gas was made collectively at the Civic Center by Schneider McCarney and himself after listening to reports from people at the scene. 
There was also some confusion Tuesday as to who authorized the initial police charge into the relatively peaceful crowd gathered near Campus Security headquarters Monday night. 
McCarney said Tuesday that he and Dickinson made the decision, but he told a Daily Iowan reporter early Monday 

commented he did not think it was essential for the police to enter the dormitories. "I do not favor the use of tear gas especially in the dorms" he said. 
One student at the scene, David Yepsen, A3, called the teargassing of the dormitories " an over-reaction on the part of the police."
"It was totally out of line. They made a grave mistake in doing that Yepsen believes. 
Another student said the action overwhelmingly turned students against the police. He said that students one would never expect to do such a thing were throwing rocks and bottles.
An adviser in the Hillcrest dormitory said about two floors of the dorm were affected by the tear gas, which forced residents to stay in other parts of the dorm. He said two cannisters of the tear gas landed in his hall way.
