P-C 5/13/71 But No Immediate Action- Regent Rules Being Revised Cedar Falls (AP) - The State Board of Regents began the task today of revising its campus conduct rules, but was warned that any immediate action could have an adverse effect. Regent Donald Shaw of Davenport, without mentioning recent disturbances at Iowa City by name, said the climate is such that if the board took actions to relax some of the regulations it "could be misinterpreted both on and off campus." And, he said, if the board acts to stiffen the rules "some might they say we are over reacting." The discussion of the rules of personal conduct at the three state universities was the first item of business today. The first change considered was in the definition of dismissal for faulty and staff members. The change proposed by Reagents' ad hoc committee on campus unrest, said that a person who had been dismissed for a specified time "shall be reinstated by the university after the expiration of the dismissal period" provided the individual did not violate any other universality regulations. The campus conduct rules for Iowa's three state universities, with tough penalties for serious violations, were adopted by the Reagents last July. The rules were in response to a request for revision of campus regulations made by Gov. Robert D. Ray after campus demonstrations last May. Board President Stanley Redeker said he has been in contact with the Iowa President Willard Boyd on "almost a daily basis" and he said he felt Boyd would keep the board informed on developments in Iowa City. "We discussed the matter of taking it up with the entire board, but decided since the meeting was so imminent information could be presented at that time." said Redeker. He said the board planned several months ago to review the campus conduct rules at this month's meeting. Redeker said there has been "suggestions from interested groups about some changes." Actions prohibited by the conduct rules include: --Intentional obstruction or disruption of university and university-authorized functions; --Unauthorized occupation or entry of university facilities; --Physical abuse or threat of physical abuse against any person, on the campus or any university authorized event; --Theft of or damage to property of the university facilities or of a person on the campus; --Intentional interference with the right of access to university facilities or with other rights of any person on campus; -- Setting fires on campus without proper authority; and --The unauthorized use of possession on campus of fire arms, ammunition or explosive or incendiary devices. After a hearing, penalties for students, faculty or staff members found guilty of infractions of the rules could range from a reprimand up to expulsion or dismissal. Non-students found guilty of the infractions can be barred from the campus and may not be employed by or admitted as students to any of the state universities if the violations are deemed serious.
