P-C 5/15/71 'Everything's Peaceful' Here, Highway Patrolmen Leaving. By MARK F. ROHNER Of the Press-Citizen After the third night of enforced calm on the University of Iowa campus, the Highway Patrol broke camp this morning and went home. Patrol Capt. With two anti-demonstration injunctions in force and 125 state troopers still in two, the campus dozed undisturbed Friday night. "There weren't even any taunts," Dickinson said. State police arrested one UI student, Allen Katz, on a charge of disturbing the peace after he allegedly was "trying to get kids on the Pentacrest to confront the police," Dickinson said. Patrolmen read Katz sections of the anti-demonstration injunctions, but he was not charged with violating them, Dickinson said. Katz was taken to City Jail and released Friday night on $105 bond. Dickinson reported no trouble at a gathering of about 400 students on a practice field near the UI Recreation Building Friday night. The students watched a movie and some had a "stoke-in" - a gathering to smoke marijuana - without incident, said Dickinson. Meanwhile, UI President Willard L. Boyd announced Friday a temporary suspension of outdoor rallies on the UI campus at night. An announcement of the university administration's decision said the ban on rallies "comes in the light of recent serious crowd disturbances in the city and on the campus, coupled with the need for undistracted preparations for final examinations beginning next Wednesday." Boyd said the Highway Patrol concurred with the decision. Boyd stated "In order to assure opportunity for the exercise of free speech rights, the university will continue to make meeting rooms available for groups who seek arrangements in advance.
