ROHNER Of the Press-Citizen Sharp criticism directed against University Security and the Iowa Highway Patrol erupted Thursday evening at a meeting of the Johnson County Law Enforcement Advisory Council. Expressions of contempt for the patrol and the campus police were voiced at council members by Iowa City Police Chief Patrick J. McCarney and Johnson County Sheriff Maynard Schneider. McCarney led the attacks, referring to the Highway Patrol as "a bunch of leeches" and to University Security as "35 meter maids." "They're a drawback," Schneider interjected repeatedly, referring to the campus police. After the meeting, Council Chairman James P. Hayes termed the outburst "deplorable." "We're all supposed to be coming together to prevent crime," Hayes said. "I would expect everybody to give everybody a boost." Another Story: 3A Schneider and McCarney shouted their criticisms during the public meeting as the council prepared to assign priorities to 12 law enforcement programs for which the council is seeking federal funding during 1972. Among the programs was one which would provide McCarney's department with four additional patrolmen and another squad car to step up police patrols of Iowa City. McCarney was asked whether University Security was already providing the necessary added patrols. The police chief burst into laughter, responding, "They're no help at all." Joined by the sheriff, McCarney continued to score the campus police, contending that University Security is incapable of conducting its own investigations, or handling its own paperwork and that Iowa City Police are being saddled with those responsibilities. "We might as well have 35 meter maids over there," said McCarney. The Highway Patrol came in for similar treatment as McCarney and Schneider contended their departments were left to process the patrol's prisoners and dispose of vehicles impounded by the state police. "They're nothing but a bunch of leeches," declared McCarney. Hayes at length turned the discussion back to the law enforcement programs. Afterward, the Iowa City attorney defended the campus and state police. "Campus security was just set up. They just got police privileges and they're doing a good job," Hayes said. "They have been told to have established police departments help them get set up." The Highway Patrol, Hayes said, also is undeserving of the police chief's and sheriff's criticism. The patrol is "a hell of an outfit to come down on," Hayes said, praising patrolmen's "professionalism." SHERIFF SCHNEIDER CHIEF McCARNEY
