[Handwritten] DMSR Nov. 5, 1967 Fears Suit in Riley Arrest By: William Simbro (register staff writer) Iowa City, IA. - A University of Iowa student says he fears a false arrest suit as a result of his citizen's arrest of State Senator Tom Riley (Rep., Cedar Rapids) during Wednesday's melee at the university. Jerrold Sies, 26, a senior from Valley Stream, N.Y., said that Riley is "all set up for a false arrest charge" because, according to Sies, Riley was charged with a different offense than Sies intended. Sies claims that he intended to file a charge of "inciting to riot" but signed a blank form and it turned out that Riley was charged with a different offense than Sies intended. Sies says the Iowa Code (section 744.1) defines that offenses of disturbing the peace as taking place "where the citizens are peaceably and lawfully assembled." Riley said that Sies can change the charge at any time, and added, "If he thinks the wrong charge is filed, I hope he has the guts to sign the right charge." He said he told Sies in court "that in Iowa a person who has been falsely accused can file a false arrest suit." (AP) -- Parents shouldn’t blame the University of Iowa if students undergo dramatic changes in personal behavior and ethics while at the school, a university administrator said Saturday. “The ethical standards of students are pretty well established by the time they have reach college age,” said Philip Hubbard, dean of academic affairs, at a Dads Association luncheon. “Student characteristics which develop during the upper-class years are the result of free choice based upon pre-college moral values,” he said. “For students, parents and friends who would understand why students are like that, remember that these are fine minds applying newly acquired tools of analysis and criticism to the world in which they find themselves.” [handwritten] p. 5 (of 5)
