'Remain Calm' City Manager Frank R. Smiley called on demonstrators several times during the evening to remain calm and quiet. He said that he did not consider the protesters to be violating the district court injunction banning disruption so long as they remained outside of buildings and were non-violent. Also urging the crowd to remain peaceful was University Vice Provost Philip G. Hubbard (seated, in front of Smiley with his hand over his face) . . . [photo] . . . Early today, when arrests were made as a result of the decision by University of Iowa President Willard L. Boyd that the Pentacrest must be cleared, Smiley walked from the steps with those who were placed under arrest. The arrests were made and those arrested taken away with no force being used.
