- 18 - Some institutions have appointed university ombudsmen. In this regard there needs to be discussion as to how effective such a device is and whether implementation would be desirable at Regents institutions. In addition, the role of the Dean of Students on the campuses as regards hid relationships with students should be studied Actions taken in other states and their effectiveness are under review by this office. A report will be made before the July meeting. RECOMMENDATIONS The information presented in this report as well as that contained in the publications sent to you under separate cover should serve as the foundation for discussion of campus disorder in the June Board meeting and prepare the way for consideration of specific courses of action in the July Board meeting following the public hearing on June 23. Personnel from this office have been in close consultation with university officials and have studied recent publications on the subject of campus disorder. More detailed information on other institutions and states is being gathered. With this in mind the following recommendations are set forth: 1. A Regents Ad Hoc Committee on Campus Disorder should be established immediately to carry out an intensive study of all aspects of the problem and report to the Board with its prelininary recommendations for the July meeting. The report of the Committee should be routed through the presidents of the universities for comment prior to their being sent to the Board for action. The Committee should consist of three representatives from each university, the executive secretary and Mr. McMurray. The representatives of the university should include persons with legal knowledge, knowledge of student affairs, and a knowledge of faculty attitudes. 2. The Ad Hoc Committee should review both regents policies and institutional regulations relating to student conduct and prepare a report recommending changes to the Board for action in the July meeting. The report should indicate which of the policies should be adopted by the Regents and which should be institutional rules. 3. The Ad Hoc Committee should review the judicial structures and processes as they now exist on each campus and prepare recommendations to the Board for action in July for a system which will allow justice to be carried out speedily, fairly and equitably for students violating Regents or institutional regulations against disorder. The question of timing of institutional disciplinary proceedings as related to civil proceedings for the same offense should be covered. The report should contain recommendations for any legislation that might be necessary to establish or improve the Regents or university judicial system.
