4. The Committee should develop a proposed statement off policy for consideration by the Board which expresses the feeling of the Board regarding the purposes of the institutions and rights and duties of students and employees of the institutions. 

5. The Ad Hoc Committee should study the need for legislation and prepare recommendations to the Board of Regents for any needed laws relating to the matters of non-students on campus, trespass, usage of legal mechanisms such as injunctions, law enforcement contingency plans, and other gaps in out present statutes that might contribute to the problem. This report should be scheduled for the September and October Board meetings in order that sufficient time be available for the Board to study and formulate recommendations to the Governor and Legislature.
