The post office stamp indicated it was mailed in Fort Madison on July 25, 1970. We wish to thank you for calling this matter to the attention of the Federal Highway Administration. It happens, however, that Mr. Richard Lally, Director of the Office of Civil Rights, Department of Transportation, 800 Independence Avenue, Washington, D.C., has the responsibility for investigating formal complaints. Your letter is being referred to Mr. Lally for review and you should expect to hear from him in a few days. You may rest assured that the Department of Transportation will follow through.
