Dear Bob:
We have had several conversations with Miss Virginia Harper in Fort Madison concerning Federal Highway Relocation. From the information she has given me, I do not see the urgency of the problem which would require my presence.
It appears that property appraisal and acquisition will not take place until 1972. I can understand the anxiety expressed by the local residents for fear that they will be forced into a public housing rental project. I have agreed to stop in Fort Madison on Sunday, November 1, the day after the Iowa State Conference in Des Moines. She is to confirm this date if arrangements can be made locally.
In the meantime, we are requesting a full report from the Department of Transportation. I will keep you and Miss Harper informed on any information we receive. Enclosed are current releases relating to Federal Highway Relocation requirements; this may be useful for the moment.
