720 - 7th Street November 27, 1970 Mr. William Morris Director of Housing - NAACP 1790 Broadway New York, New York 10019 Dear Mr. Morris; There has been quite a lapse, since I last corresponded, with you. However, we are still hopeful of setting up a Public Meeting, in this community, with you present. AT this time, I would like for you to consider a date in February. Since my last letter, a representative of the Federal Department of Transportation Civil Rights Division, has been here, and it has been decided that two items in my complaint can be considered. Also, he was able to find out that the State Highway Commission has never informed the District Engineer of their plans, for this area. It is our opinion, that this is being done so that Federal regulations might be ignored. Or, at least, this is the intention, if only State funds are used. Also, as a member of the Lee County, Iowa Community Action Board, I find many low-income persons are interested in the various forms of Federal Housing projects for them. The Board is also interested in making a study of the plans. Would it be possible for me to be sent, at least 15 copies of each of the pamphlets and the Handbook on the various HUD programs, and any others which you think are worth looking into. I am sending a copy of this letter t Mr. Wright, so that he will know I have contacted you, again. Sincerely, (Miss) Virginia Harper Branch Administrative Secretary
