Department of Transportation United States of America Office of the Secretary of Transportation Washington, D.C. 20590 Dec 31 1970 Miss Virginia Harper Administrative Secretary Fort Madison Branch NAACP 720 - 7th Street Fort Madison, Iowa 52627 Dear Miss Harper: Your complaint of discrimination against the Iowa Highway Commission regarding re-routing U. S. Highway 61 through the city of Fort Madison, Iowa has been investigated by this office and the results carefully reviewed. We found that the corridor selection, if approved, will have the effect of discrimination in that a disproportionate number of the displaced persons will be minority group members, i.e., Negroes and Mexican-Americans. At the present time, this office does not have jurisdiction in this case as no Federal monies have been asked for, nor used in planning this project. We are requesting that the Federal Highhway Administration, when Federal approval or assistance is requested, conduct a thorough review of the corridor selection to insure that the interests of all parties receive full consideration.
