From mid-969 to mid-1971, the composite federal construction price index has increased about 25%. This factor must be accounted for as we review the future programs. You are, of course, also aware of the legislative diversions that have been enacted affecting the state road-use tax fund. The Commission will be very much limited, therefore, in the amount of new highway improvements they will be able to include in the program.
The Commission and Staff are certainly appreciative of your awareness of the multitude of problems and complexities involved first in establishment of priorities for funding and second in bringing to reality the improvements for the benefit of the public once they have been committed within the program. If you desire further information on the above subjects, please advise.
