RE: Highway #61 Matter

Dear Sir:

Please be advised that I was recently informed that the Office of the Secretary of Transportation in Washington has refused to approve the funding of the above-mentioned highway, as it was designed, because of the substantial, adverse impact the proposed location would have on minority persons in Fort Madison.

It is my further understanding that you anticipate filing an appeal from that administrative determination. Should you do so, I anticipate that I will move on behalf of the persons to be directly affected by your efforts in that respect to intervene in the proceeding.

I would appreciate your advisement in this matter at your earliest convenience.
