Humphrey, Planning and Programming Engineer for the same. He asks several questions in his letter which you probably can shed some light on. I notice that he is using the tactic of divide and conquer when he refers to the minority persons who apparently spoke out in favor of the proposed corridor area and who indicated how great everything was in Fort Madison for minority persons.
