DATE: OCTOBER 9, 1974 TO: THE HIGHWAY COMMISSIONER WASHINGTON, D.C. I am very concerned about the 4A routing planned for Fort Madison, Iowa. It concerns me vitally as I own my home and feel that I will not be able to have any other home just quite like it. Also, there is the question of discrimination. I feel that I will not be allowed to purchase a home of my own choice and in whatever location I would choose. This has happened in many areas and I feel it will happen again with the Mexican people. The city will try to place them in an area that they feel will be suitable, even if the people are not in favor of it. Also, many of my people are old and will have a hard time getting adjusted to living in a different part of town. The younger people that are now living in this area will probably have no problem, however, if 4A is selected and in a few years a BY PASS will come through, our section of the town will no doubt be converted into a shopping center or used for industry, which I believe is what will happen in the not too distant future. It will not be the people living in this area now that will benefit, but, other individuals which will gain by it. I am for progress true, but, not by sacrificing humanity feelings and making hardship on many people. THANK YOU FOR YOUR KIND ATTENTION, I am [[signature]]S. Ruiz S.
