October 16, 1974 Mr. James Frazier, Director of the Office of Civil Rights Office of the Secretary of Transportation Washington, D.C. 20590 RE: Highway #61 Matter, Fort Madison, Iowa Dear Mr. Frazier: Please be advised that it is my understanding that, as a consequence of our meeting in Washington, on Wednesday, October 2, 1974, you had not changed your mind about the initial determination made in the above-mentioned matter; but that you would consider the same further and notify the interested parties within approximately ten (10) days. I understood that such might not be possible; but I would appreciate your efforts in this regard at your earliest convenience. On my return to New York, I discussed with the General Counsel of the NAACP the letter which Mr. Wilkins sent to a bank president in Fort Madison in response to an inquiry from the latter. I was made aware of the same when I was in Washington. It is very obvious from the correspondence in this office's files that I have been actively involved in this matter, along with the Branch, since January, 1971 (the Branch being involved in the matter considerably prior to that time). I anticipate that a clarifying letter will be forthcoming from Mr. Wilkins or some other person in this office shortly. Rest assured, that my participation in the Washington meeting was not a spur of the moment participation but a considered participation after a great deal of involvement in this matter to that time.
