Washington, D.C. 20590 Dear Mr. Frazier: In response to your letter dated November 15, 1974, to Mr. Humphrey, consideration has been given to each of the four alternatives which you presented and a "combination thereof". Enclosed you will also find a transmittal letter from Mayor Rainey and a copy of the observations and the responses from the City of Fort Madison concerning the four DOT proposals. Our comments concerning each individual alternative are as follows: 1. It is the consensus that the designation of "all Fort Madison streets in the central city as one-way streets" would not possibly solve the transportation problems in that community which are being addressed by the proposal of Alternate 4A. Our rationale for this conclusion is the same as the well stated discussion presented by the City of Fort Madison in their attached submittal. 3. Partial utilization of Alternate 1 or 1Y combined with Alternate 4A from 23rd Street west most certainly would only complicate traffic movement on US 61 by the introduction of two additional right-angle turns. Further, it would seem that this alternative would only serve to generate additional social problems from 23rd Street east. Again, we would concur with the discussion presented by the City of Fort Madison in their review of the DOT alternatives. 3. Our position on Alternate 3 is well known, and has always given adequate consideration to the North-South spurs and special truck routes serving the intercity area. This alternative simply would not solve the existing and future traffic problems associated with the US 61 route through Fort Madison; additionally, it would accentuate the sever access
