INTRODUCTION The City of Fort Madison on November 20, 1974 received a copy of a letter sent to Robert L. Humphrey of the Iowa State Highway Commission from Mr. James Frazier, Director of Civil Rights, U.S. Department of Transportation (DOT) in regard to the proposed alternate 4A routing of U.S. 61 through Fort Madison. Mr. Frazier listed in his letter four compromise alternatives. The Iowa State Highway Commission and the City of Fort Madison were asked to provide an analysis as to the feasibility or nonfeasibility of each alternative or combination thereof. This report has been written to provide such an analysis or review.
