In "Missile Design and Development" July 1959 page 35 Picture of what looks like a Loki rocket with a dart about 4 feet long by 1.5 to 2 inches diameter. "Weather Rocket. Twenty-nine pound "Owl" meteorological rocket system, capable of reporting wind velocities in excess of 300 knots and taking readings as high as 240,000 feet has been developed by Borg-Warner's BJ Electronics Div. Project Engineer Ray Thomas is shown with the 3 inch solid-propellant rocket, which propels a small ballistic dart. Timing device inside the dart ejects radar reflective payloads at desired altitudes, where they can be tracked from the ground."
