June 4, 1971 Mr. Hubert R. Hoosman 401215 Box 316 Fort Madison, Iowa 52627 Dear Mr. Hoosman, This is in reply to your letter of May 11th, 1971. In order to adequately satisfy the legal means of combating the racism and discriminatory practices to which you say you have been subjected, you should file a complaint of discrimination with the Iowa Civil Rights Commission. In regards to this action, it is true that the Commission has not been able to satisfactorily take care of the complaints which have originated in the institution, because they re understaffed. This does not mean, however, that they have been ignored and it is always best to act, within the law, despite its limitations. Therefore, it would be to your advantage to have your complaint on file with the Commission. In the meantime, we, who are actively involved in civil rights, will do all we can, to see that more positive action is taken, in regards to the complaints which are coming from the Penetentiary. As you know, there are all sorts of stumbling blocks which are deliberately put in the way of those of us who are working to insure the rights of ALL men. These must be counter-acted, and will be. However, it is important that these things be acted on, by the agencies which are set up for that purpose. As you are aware, there are still too many people who feel that the struggle for equal opportunity and justice under the law, will "goaway", in time. It is here to stay, as you and I know. There is great value in the realization that the best battles are fought with the minds of men, rather than in the physical arena. There are other areas, which are being worked on. At this time, I am not free to comment on this. I do hope we will be successful, in this regard and in the meantime, I hope you will file your complaint with the Civil Rights Commission, as I have suggested, as soon as possible.
