720 - 7th Street August 2, 1971 Mr. Gilbert McCarty, Chairman Lee County Board of Supervisors Lee County Court House Seventh and Avenue F Fort Madison, Iowa 52627 Dear Mr. McCarty: In reviewing the staffing patterns of Lee County, the lack of minority county employees is apparent. In addition, the use of banks for the deposit of taxes, and the lack of any forseeable methods of determining which contractors, vendors, suppliers are Equal Opportunity Employers, caused is some concern and prompted this letter. As a political subdivision in the state of Iowa, the Lee County Board of Supervisors is bound by the 1965 State Civil Rights Act as amended. The Fourteenth Amendment to the United States Constitution is also binding on all levels of government at all times. Title VI of the 1964 Civil Rights Act and Executive Order 11246 may be binding in instances where federal funding is involved. Though you are undoubtedly aware of these various provisions, we feel that it is our responsibility to review them with you, and we hope to see some additional changes made.
