Harper, President Fort Madison Branch, NAACP 720 - 7th Street Fort Madison, Iowa 52627 Dear Dr. Harper: I am writing this letter in response to Virginia's request that I discern the disposition of three checks totaling $300 which were forwarded to the National Office on forms designating them for the "special contribution fund of the NAACP." After considerable searching, Mrs. Muriel Outlaw, the secretary for membership for the Association, has discovered that the three checks which were sent in from the Fort Madison Branch, were applied to the special contribution fund of the Association and cannot be transferred from this fund to the general treasury of the Association. The special contribution fund was set up for those contributing to the Association who desired to claim a tax deduction. I am therefore advised that the Branch will not be given credit for assessment for the year 1971 based upon these contributions. It is also my understanding it will be true of the contribution which was made in the sum of $100 for the Fort Madison company in February.
