*Dr. Chuong was born June2, 1898, in Nortth Vietnam. He is also a member of a prominent South Vietnamese family. *He received his schooling in the Faculty of Law of the University of Paris and returned to practice law in both South and North Vietnam. *He was made Vice-President of the Grand Council for Economic and Financial Interests in Indo-China in 1938, a member of the Federal Council of Indo-China in 1940, and before the Viet Minh Revolution in 1945, he was appointed Minister of the Ministerial Cabinet. *In 1953, after a brief retirement from political life, he accepted the posts of Judge of the Franco-Vietnamese Court of Cessation and the Franco-Vietnamese Council of States, two bodies wich correspond in their functions with the United States Supreme Court. * In 1954, under the newly formed South Vietnamese government of Ngo Dinh Diem, Dr. Chuong was appointed Minister of State and sent to the Geneva Conference on Indo-China.
