October 13, 1982 Ms. Tess Catalano 130 N. Madison St. Iowa City, Iowa 52240 Dear Ms. Catalano: I apologize for being so late in writing to you regarding your request for a Type C sound equipment permit, however, I was waiting for Council action on a resolution establishing fees for sound permits so that I could issue a permit to you as of today's date. As things sometimes go, the City Council chose not to pass the resolution establishing fees for sound permits at their formal meeting last nate and therefore I am unable to issue any sound permits. Inasmuch as the City is unable to act, we cannot require that you have a sound permit for your rally scheduled for Saturday, October 23, 1982. I may suggest, however, that in the interest of mutual cooperation and in the spirit of your cause, the respect and the dignity of all persons, may I suggest that you abide by the ordinance requirements as if a permit had been issued for your rally. Should you have any difficulties in preparing for the event please don't hesitate to contact anyone from the City that you believe is capable of providing you with additional information or assistance.
