FANFARE 19 PROPOSED CONSTITUTION OF THE NATIONAL FANTASY FAN FEDERATION by Art Widner jr Article 1 - NAME - The name of this organization shall be the NATIONAL FANTASY FAN FEDERATION. Article 2 - PURPOSE - Its purpose shall be to unite all existing fan organizations that are willing to co-operate with other fan organizations -- into a federation which can be recognizes as the official organization of fandom, representative of the majority of fans. It shall in no way supercede or conflict with the present smaller organizations within their own provinces. It shall be an alliance or union, rather than a coalescence. Once established, and securing the co-operation of the majority in fandom, it shall set about bettering the conditions within fandom itself, and those of science and fantasy fiction in general, in such manner as the officers and members shall see fit. It shall endeavor to adhere to the democratic theory of government; to keep the peace in fandom; to exert its power in preventing fan feuds; and at all times act in the best interests of fandom as a whole. Article 3 - MEMBERSHIP - Membership shall be limited at first to the active fans who can give sufficient proof of their activity in the past, or at the present time. "Activity" shall be defined as "Holding office in one or more fan organizations; literary activity which has been published in a fan or professional publication; attendance of any three stf conventions or conferences; membership in the FAPA, Frontier Society, Colorado Fantasy Society, or former membership in the Illini Fantasy Fictioneers; editing and/or publishing a fan publication; or such activity as may be acceptable to the Membership Board. There shall be no dues, unless this article shall be later amendedby due process of legislation. All expenses, such as the official organ, ballots, postage, etc., will be paid for by fans able and interested in doing so for the benefit of the organization as a whole. Prospective members shall be required to pass a written examination on their knowledge of the fan field, as a check on their activity credentials." Article 4 - OFFICERS - The Officers shall be; President, Vice-President, Secretary-Treasurer, and a Membership Board of ten. No officer shall hold office for more than one year consecutively, except by a unanimous vote of all members. Article 5 - DUTIES OF OFFICERS - (a) The President shall direct the activities of the Federation; appoint members to fill vacated offices until the next selection; appoint auxiliary officials to fulfill duties not provided for elsewhere, or help in the execution of various offices; be the official voice of fandom in decisions involving contacts outside the organization; and perform such duties as devolve upon an executive officer. He shall have all the necessary powers to deal with such situations as not covered by this constitution or subsequent amendments. (b) The Vice-President shall take over the President's office in case it shall be vacated; be the President's consultant and advisor; and assist the President in the execution of his office as is needful. (c) The Secretary-Treasurer shall keep records of the membership and all activities of the Federation; collect and record all payment or non-payment of dues (if such are decided up on later); dis-
