H.R. 7702 forbids the granting of funds to any program which discriminates in making available its services or facilities. Note: this is a program-by-program, not a state-by-state, basis. Though an extensive measure, it is but consistent application of an unchallengeable principle. The Federal government should not subsidize segregation. The Administration bill stops short, conferring upon the President discretionary power to terminate Federal assistance. To a great extent, this only declares existing law, and hence it is unnecessary. It is also insufficient. The two-year delay in the issuance presented, reveal the frustrating inadequacy of tying this authority to the exigencies of Presidential politics.
