*It was reported by an observer at the police station that the very long interval which occurred between the time we called the police the second time and the arrival of the troops was due to a heated disagreement which had been going on at the police station among the various law enforcement agencies about who was in charge. Captain Dickinson's Highway Patrol had apparently been ready to move and in rank since the first call around 10:00 p.m. Sheriff Schneider was prepared as chief law enforcement officer of the county to move his men and his deputies, as well as other police officers to the scene. Captain Ruppert, who was acting Police Chief of the city police, was personally disgruntled because Manager Smiley had interfered with his command during the first incursion and had not allowed them to complete their police function as they saw fit but had rather limited the use to two or three patrolmen and in fact turned free the three people who were arrested in Old Capitol. When Captain Dickinson finally moved in and was in charge of the police forces, he was understandably upset, and this probably explains his constantly repeating that he was in charge. **This short dialogue between Captain Dickinson and City Manager Smiley is explained on the basis of the above description of the disagreement which had occurred at police headquarters about who was in charge of the police forces.
