-2- gratuitously shall be deemed a University accommodation if the accommodation receives any substantial governmental support or subsidy. University accommodation shall not mean any bona fide private club or other place, establishment, or facility which is by its nature distinctly private, except that, when such a distinctly private place, establishment, or facility caters or offers service, facilities, or goods to the general population for fee or charge or gratuitously, it shall be deemd a University accommodation during such period. M) RESPONDENT means a person who is alleged to have committed an act prohibited by this chapter, against whom a complaint has been filed, as provided by this chapter. N) PRESIDENT means the President of The University of Iowa. Section 2: Purpose It is the purpose of this chapter to protect affiliates of the University against discrimination as defined in this chapter. Moreover, this chapter provides for execution within the University of policies of the Civil Rights Act of 1964 and the Federal Civil Rights Acts and the promotion of cooperation between the University and the agencies enforcing these acts. ARTICLE I: Committee Section 3: Established; duties generally. There is hereby established the University of Iowa Committee on Human Rights whose duty it shall be to disseminate information and provide the mediation, conciliation, and enforcement necessary to further the goals of this chapter and to protect citizens from unfounded charges of discriminatory practices. Section 3-1: Powers The Committee created by this article shall have the following powers: A) To receive, investigate, and finally determine the merits of complaints alleging unfair or discriminatory practices. B) To investigate and study the existence, character, causes, and extent of discrimination in the areas covered by this chapter and eliminate discrimination by educationa, conciliation, and enforcement where necessary. C) To issue publications and reports of the research and investigations of the Committee subject to the limitations of confidentiality. D) To prepare and transmit to the President from time to time, but not less often than once each year, reports describing its proceedings, invesitagions, hearing conducted and the outcome thereof, decisions rendered, and the other work performed by the Committee.
